La ciudad es uno de los territorios nacionales más vulnerables al cambio climático, y estos lineamientos buscan crear unas guías para la adaptación, mitigación y resiliencia. Entre ellas está por ejemplo poner el agua en el centro de la planeación urbana y evitar la compra de sistemas de transporte público que emitan altas concentraciones de gases invernadero.
